       @NonilexBush 2 did that with the 56 intel agencies being shoved under Department of Homeland Paranoia.2 years later, no one had been paid, no training protocol synchronization, no standard forms, field manuals.Security protocol didn't exist to the point where DHS said on CNN that there's no partnership with native tribes; terrorists might be there.It's one of the reasons we're in this mess now; there won't be a useful Fed US intel report for 25-50 years.Same with this ATF-DEA merger.
