       It sounds like the US is continuing to embrace the Open Societies strategy, which was basically to prevent other countries from using censorship and then win hearts and minds using the internet.This was kind of turned on it's head post-2016 when the US turned to censorship itself, but it looks like they're back to the old strategy (and a good one, I might add). Compelling countries to open to starlink, then starlink makes X available, which undermines their ability to control their citizens access to information.

       This is why originally the US military poured tons of money into decentralized tech, TOR, etc. In the old school, the pentagon was firmly against any form of censorship because they believed that with absolute free speech, their narrative would dominate.
