Note it says ​"$5,000 for every new mom" meaning a high time preference woman could spit out a few kids and still initiate a no-fault divorce, take half the father's belongings, and raise more felons. Divorce rate is already a coin toss, and no intelligent man is going to be tempted into it over 5k.

From what I heard the plan is to lower the requirement for tax exemption to three then to two children in the coming years.And yes, tax breaks are the only way to incentivize productive people to have children as opposed to leeches.Now if somebody would do something about wahmen divorcing randomly. But that can't happen as long as women vote. And that'll stop only at the next major social upheaval/war rearranging laws without voting.
