       @buherator @sadarex @GossiTheDog Depends.  Did Congress allocate the money with specific intent or did Congress authorize the money to be given to an executive agency to be used at their discretion?  The former = no, the latter is a big yes.

       @buherator @GossiTheDog @sadarex Can you state that question?If Congress gives an agency money,  the president and the head of that agency can absolutely go crazy with it, within the confines of the agency.  Not spending money is hardly "going crazy," tho.
