I certainly hope not but the astronaut himself said Musk's depiction of the offer was 100% accurate but then also states didn't know all the details.

@walkman I think what Elon means is that they could have made the Starliner decision a lot sooner and launched Crew 9 sooner (the “rescue” mission). That launch was delayed by a month, and the return has been delayed because of the Crew 10 mission.In other words, I’m not sure it really could have played out any other way besides giving Boeing less time to try (and fail) to fix their spacecraft.
