I've heard the first part before but not the second part. Does anyone know the biology of why that is? Is it the brewers yeast? Or is it because if you survive the liquor your stomach is too drunk to notice beer at that point?

It's just because liquor is more concentrated. When you switch to beer, you're slowing down how fast you're drinking alcohol. It only works if you're not too drunk though otherwise the order doesn't matter at all. You'll be sick either way.
