       @deprecated_ii I don't recall him refusing to sign and forcing Congress to override his veto, which is the only plausible way he could have avoided direct responsibility. He willingly signed that shit, and his Amnesty, in his second term, so worrying about public pressure for reelection purposes wasn't a factor either.
