@Hcobb So now you have a massive infrastructure devoted and dedicated to getting gold from outside the kingdom into it and channeling it to the mages who can actually work this transformation: massive magical smelteries, where gold is converted into lead which then needs to either be used or disposed of, keeping in mind that it is a toxic material.I can work with this #TTRPG

@lextenebris Magic is the quick and dirty answer, but if we are talking medieval era fantasy I'm still going to stick with the historical and say "food / arable land" (even with magic cutting corners). In real world, analogous "tech level", 70% or more of many societies simple produced food to feed the civilization. There is a great fantasy TTRPG book called "Grain Into Gold" by Board Enterprises which really made me think about the mundane drivers of even fantasy civilizations.
