@PNS we have this problem in MKE. I’d guess less than 40% of the ethnic population have licenses, and they just steal the plates (or the cars). The crash the cars and leave them to go steal another.

The number of hijab wearing women in the left lane going 5-10 under and dive bombing exits was too damn high. @PNS
