I think the main manipulate reason to do it is that it can be used to boost EPS.But there are, as far as I know, several reasons to repurchase that aren't directly manipulation, and one good reason is if you feel your stock is under valued.

The company still worth the same but split less ways so per share value increases. Alternative is distributing as dividends. Capital gains have better tax treatment.

It may suggest that the corporation is committing insider trading though. If they're buying stock for more than what an efficient market trades it, they're likely in possession of non-disclosed information regarding value.

Corporate formalisms aside, a stock is just a special kind of contract made between an investor and the corporation. While it has to give the holder an equity interest, stock can contain virtually any term the parties negotiate, e.g. preferred dividends, guaranteed board seat, voting strength, etc. Whether finks stocks are new classes or he uses his holding to leverage the corporation — "do what I want or I'll sell and tank the stock" — or he's buying votes to appoint a board that does what he wants is a factual matter beyond me.
