       I think you can. Is Bitcoin decentralized? Yet everyone's balance is known. If everybody crawls and downloads the whole network, it can be decentralized and have accurate counts.

       You would use relay hints inside of events to discover new relays automatically. Then you connect to those and keep downloading and crawling. Similar to how Google crawlers use links to find the whole web. Primal's Nostr crawler does this.​
