Socioeconomic conditions always create an equilibrium in which people can afford the goods they need. Sure GDP matters, but the fact that russia has much more population puts it on a scale not comparable to a US State. Just as a gotcha to this, Moscow happens to be the most expensive city in the world to live in, much more expensive than any Texas town with only perhaps downtown Austin reaching anything comparable.
