It is an anglo-american country located in South America ("latin" can be applied to countries where Spanish, Portuguese or French are spoken, but not to countries where germanic languages are spoken, like the USA, Suriname, Guyana or Bahamas).2) Venezuela shows how a rich petrol-republic with great income differences between elite and people can suddenly become a poor, failed country. This is a risk that should be weighted.
