       @pockethog HR doesn't typically deal with the actual selection process, that's up to hiring managers for whatever department is looking for employees. in most cases HR deals with pre-employment screenings, drug tests, background check, hiring paperwork, insurance, etc. but they don't actually get to pick which employees go to what department.so no, HR is not based. in fact, HR is never based.
