@BootsChantilly And that's because (and this is my OPINION) she's not actually his wife. But rather, she's his handler, assigned by Eastern Block Crime Syndicates whom he owes millions (billions?) to. Since he'll never be able to pay back the cash, they're relying on political favors. She's there to keep him accountable (to them).
