       I dunno. I think if you picked a random person off the street, you'd likely get better candidates. The problem is that they (a) would not want that kind of responsibility and (b) could never secure the type of funding and support they would need to be effective.

       I agree, it wouldn't be difficult to find better qualified people for the job than those running but that is also the real problem. Anyone wanting the job is kind of definitionally unqualified for the job.
