"  This year, for the first time in five years, the Senate Appropriations Committee, of which I am a member, passed all 12 bills on time and through regular order with overwhelming bipartisan support. However, the Senate Majority Leader has not made passing these bills through the full Senate a priority, and only three have been given time on the Senate floor.
