       The prints he was referring to were likely recorded on vellum. Vellum requires catalogued cabinet storage and a chain of command. It's obvious that he had very little knowledge about what he was testifying. He was there to extort funding.

       @Quentel @Groomschild @Wormwood Are you sure that every napkin that had information on it was stored on vellum?Because even waaaaaay back in the 50s and 60s and 70s little bits of very important information would drop off the face of the earth because an engineer forgot to transfer his doodle he did at the bar onto print paper before the janitor threw out the garbage the next day.Even Kelly Johnson had those things happen to him at Skunk Works.
