       I think what Adam may not understand is that in law, Truth is relative.  If an affidavit is filed stating that Black is White and Up is Down and it is NOT CONTESTED before the expiration date, it is accepted as Truth.  The process happens three times to make sure the parties are given a chance to contest, with the second filing being the "you still haven't responded and are about to be in default" notice and the third being the "you are in default, my 'truth' stands."As I understand it. :)

       My wife pointed out I used terrible examples - Sorry!But seriously, if I avow something, have it witnessed, provide "acceptable" documentation to allegedly back it up, and it is NOT contested within the expiry period, it becomes truth.
