       @stike Whitney is correct, specifically with the placing of blame for a cyber incident. In the business this is called attribution, meaning, who do we attribute this attack to.  This is always a best guess based on how the system was compromised and the tools used, but everyone knows it's not actually possible to attribute an incident to any group with 100% assurance. The language used in attribution is always vague, as she notes, because of this.
