       @Phil depending on the state you are in, you often have to go to the sheriff department to get a pistol permit. Rifles and shotguns- You do not need a permit for - and could purchase one of those outright for her immediately.

       @Kirk not really.  Im not sure of the idea but she goes into the city alot and car jacking are on the rise.  Probably a small 9mm or a 38 revolver.  Something small for concealed carry and simple to use.
