       Motorola makes ISM-band digital radios (DTR series) that use a proprietary frequency hopping mechanism to communicate to other handsets.While this isn't encryption, it's enough obfuscation to prevent casual scanning and interference when compared to something like FRS.The ISM band is not subject to licensing.        Encrypted radio (without a P25 system) can done with SDR or with handsets like the BTECH DMR-6X2 PRO.The AnyTone AT-D878UVII Plus DMR Radio is similar but I don't know if it supports encryption.

       @johnfiorello 2way radios at Big5 are 5 watts. Most frequencies other than the public band require a license over 7-10w I believe. I could be wrong.
