@Nazareno Know-how exists in the remnant of the old Eastern Block, that is what West fails to grasp. What Capitalism side of the West managed to do after collapse of USSR is to crush local production using various tactics and make them dependent on Westrn sources. However, unlike dependence of the West on energy resources which they simply don't have, this war made incentive to revive completely capable modern tech industry of the East.

@Nazareno Example from way back 80s and my own work. In exYugoslavia my Diploma of Electrical Engineerig required internship and graduating scientific paper. I interned at Yugoslavian silicone chip maker ITMC and I got to create the fastest reacting heat seaking sensor (with obvious military application) in the World at the time. That, now not existing company was producing about 10% of World supply of cutting edge chips ... and that was just one industry in one small country... skills are there
