100,000 children in #Norway live in persistently low-income households. some parents can't afford warm clothes for the children to play outside in the wintertime.we have child benefits in Norway but i'm wondering if the system is fair. currently, they are paid to all parents, no matter the income level.the benefits were originally introduced to incentivise having children due to falling birth rates. but i don't think it's a deciding factor for high-income households and since low-income households could need a little help, maybe they should be needs-based?

@thor That is a slippery slope. The American welfare system is a prime example of how this mentality can incentivise poverty.It might be better to allow tax relief for providers. But that has potetial for abuse as well.

@thor A century of anti-poverty spending in America has resulted in exactly the same poverty rate as before.What was the before/after on those poor kids in Norway?They would be better served by ending all the wealth transfer programs and as a result, lowering costs.That way, they would still be poor, but could afford decent lives.

@thor needs-based programs, almost always end up being more problematic, and oftentimes even more expensive than universal ones, as bizzare as that sounds.

@thor Passing aid out without means testing removes a lot of expensive bureaucracy, and can actually be cheaper and more fair.

@thor What if it was open to anyone, but you had to simply apply for it and then they asses you specifically based on your family need? Norwegians seem like very strongly independent people, so it might be hard to lower the pride to get help when and where it's really needed?
