       I have a handheld android wireless device that is a phone and it doesn't have a SIM in it. Mobile is allegedly off. It is on wifi. It was on today and it received the presidential alert in Spanish. These things are talking to the tower even though through the software settings it shouldn't be. Location was on.

       @neanderthalsnavel doesn't even need to be on TBH. Any device can make 911 calls, even without a provider hooked to the phoneFaraday bag is the only way to block signals

       @neanderthalsnavel Same here, but the device was a Samsung Tablet, no SIM (but it can take one). My alert was in EnglishJust to mention... the tablet has a VPN running all the time on it.

       @neanderthalsnavel Nothing is as it seems.I recently changed from one cell service provider with bad coverage to another cell service provider with good coverage.The coverage of the new provider is exactly the same as the old provider.  The weapon is the tower.

       @neanderthalsnavel It is well known, that phones without Sims can make emergency 911 calls. The sim is only a subscriber identity, not needed to connect to a network if identity is not required, e.g. 911 call. Not sure about WEA Messages though.

       @neanderthalsnavel ditto including the Spanish part. Location off on mine. You can’t turn off the e911 connection (except maybe as reported with graphene)

       @Wy7usa looks like the SIM isn't required for the alert. But the device keeps pinging the tower while it's on? I can see when you open the 911 feature but it's doing it outside of that.
