As a rule of thumb I think it should not be necessary in a democracy to use a VPN to do basic research. @anderspuck Agreed, in my opinion the information should be available freely, but come with a browser warning, a la spam/malicious websites. This way the risk is displayed to the user before viewing, but the decision to view or not remains with the user.

@Oleksii No, in Denmark I can freely access Russian government websites and news outlets like TASS and RIA. Only RT and Sputnik are blocked, and they don't provide research value anyways. Maybe Estonia tightened the restrictions since 2021.

Good to have a VPN anyway to protect your banking etc.Quite what the sense in blocking Russia when VPN is available Is, I donât know.I guess that Estonia has determined that if you are so dumb that you canât setup VPN, then you are certainly dumb enough to fall for Russian propaganda/IT attacks and best protected from it?

@salakala I have now experimented further, and you are right. It is an ISP thing combined with perhaps me being clumsy before. RIA and TASS are blocked on Telia (wired) but not on my phone on Elisa. The Russian MoD doesn't seem to be blocked anywhere, but the Russians had apparently blocked the VPN service I used before.So my conclusion is that you are right: These sites are not blocked on a national level, but some ISPs have for some reason decided to block them anyways.

@salakala Just to be clear, I come here regularly, and I have regularly struggled with the blocking of RIA and TASS. So it was not just based on a rash observation.

@anderspuck @fulelo There are many standard reasons to block IP ranges, for example, we block entire regions because we do not want their traffic, which is almost always malicious. Yes, Russia was on that list long before their 2022 invasion. Blocking regions is a pretty standard practice when almost all their traffic is malicious. So real users would need to use a VPN to access our site and services. Pretty standard, unrelated to democracy, though you found it was ISP, same thing.

@anderspuck @fulelo This is more related to incoming IP addresses to the server than outgoing requests as in your case, but I don't actually see much issue in what is in essence a state of war not allowing open communication to occur with the enemy, particularly for states right on the edge of the conflict, with substantial populations of Russians with varying degrees of sympathy for their slavic overlord.

@smxi I can see the argument for blocking news outlets that create fake news and misinformation, but a government website seems like a wrong target. Everyone knows to be skeptical of what politicians say already. But as it turned out, it also wasnât actually blocked.

@anderspuck You can assume revolving IPs using some fancy server tricks, it's far easier to block IP ranges, which are finite and known, particularly IPv4. As you note, Estonia did not block it, but the basic principle of IP based filters and blocks are universal in the internet, you can't function without it in the real world of malignant actors constantly moving against their targets. But big difference between out/in bound blocks.
