@Dcgirl I used to ride around on a miniture bicycle with an oversize tophat made of cardboard while holding a carved staff of video game characters and the Cheat from Homestar, and people do clogs and traditional Dutch outfits during Tulip Time, but my town doesn't really have a full-time "that guy" that I can think of.
