       @tacticaldan If the person is unable or unwilling to utilize the resources available, they should become wards of the State.As a ward of the State they are incarcerated and provided the opportunity to help make their own food, clean their living area, do laundry and be hired out by the State for day labor work.No tobacco, alcohol or any other drugs.If they don't like it, they can leave the city
