Half the time the water runs in the basin until I take the lid off and lift up the float arm just a touch. Anyone know what I need to do to fix that?

Yeah, maybe tighten it more I guess. Took off the flap, not stiff or cracked either.

i think it's one of the plastic parts warping/not holding tension as well, because i've had a similar issue. tigheting the chain sometimes helps

Didn't work, but fixed it. You can loosen the top of that arm to have the float stop the valve sooner. Hadn't had to troubleshoot like that on newer toilets. Used to the balloon float.
