Ok fair F28 doesn't include the gpg keys for 38, but unfortunately 28's rpm also can't deal with fedora-gpg-keys-38.1.rpm having a than 64K signature block and nor can its rpm2cpio, so I guess I extract these elsewhere and then copy them back

@mjg59 doesn't this mean it won't cope with *any* F38 RPMs since they will all have a similar signature block?

Haha yeah ok that works but rpm then immediately complains so I guess I find out which version of rpm this was fixed in

@mjg59 why not do the simpler thing of doing the upgrade in two (or more) steps? only upgrades from N to N+2 are officially supported ... N+3 *might* work, but any bigger jumps are definitely not expected to work
