Not nationally enforced, but naturally propagated, and the government doesn't mandate its breakup. It's much like early 1900s America in that regard.They also DID consider themselves European until this war. The Russian elites have long been split between those who consider themselves Westerners or want to be Westerners, and those who say Russia must remain Russia and nothing else.
