@mjg59 The most obvious possibility is seconds from the UNIX epcloxh. But if it was epoch time, that'd be 29th November, 1992.Which probably doesn't fit what you were expecting, given Chrome didn't even exist in 1992.Maybe it's seconds from some other starting point?

@mjg59 @ollibaba There's two timestamps in there, 139997 mystery units apart.If that's seconds that's about 1.6 days. For milliseconds it's ~2 minutes and 20 seconds.

@mjg59 on the Mac, the network changed thing happens whenever enterprise WPA is reauthenticating in the background. Maybe same under Linux?
