       I'm reading a history of VaccinateCA, written by its CEO, and I get their frustration with the rules set by the Governor and Legislature that created the appearance of ‘equity' in the absence of equity.It did not come about from a vacuum. Go back 50 years and then Governor Ronald Reagan declared war on Black people because middle class white people went sociopathic as Black people gained equity.Policy in California revolves around not upsetting white people in the managerial classes.

       When California had a budget surplus and a very good idea to get direct payments into peoples' hands to cover spikes in gas and food prices, it got derailed into what Patrick Nielsen Hayden called the primal fear motivating policy in the US, that one someone, somewhere might get something that someone, somewhere thinks they are not entitled to.

       So instead of solving the underlying problem, protecting white voters who thought someone undeserving would get a payment was the problem the legislature attacked instead of saying, "fuck off, there's a multiplier effect on public spending and we’ll recover things on the other side when people pay income tax.”

       We talk about the nonsense working class people believe, but the managerial classes believe all kinds of nonsense, including that the meritocracy is real and that being transgender is a social contagion. Since the managerial classes vote in larger proportions, their superstitions contaminate public policy.
