       @stux I'm gunna put my knowledge in, cats don't make this sound to get you to follow them, it's a sound they make when they have/see something they want but also know they can't get to. Most people will probably see this when the cat sees a bug/bird outside through a window.

       @stux According to #MeowTalk, the first cat is saying "I'm calling you." "Where's my mom/dad/human?" According to MeowTalk, many of the cats are saying "I see prey".  One of the three cats by the windows says "I love you." I'm aware the notion of a cat translate app is insane.
