@stux I don't know the laws in your area, but it absolutely is illegal in most of the US. Its toxic and dangerous and very likely could be doing unknown harm to them or you.Might be wise to remind him legally.

@stux it depends on local laws, but in most urban areas and many rural areas of the US it's illegal, precisely because of harmful fumes.

@stux thinking many municipal departments could better be notified of this do they may follow up. Here in Phoenix the waste management/trash/bulk trash department would advise and follow up for you.

@stux Well then, I think that is more reason to help him understand this is inappropriate.If he lacks the cognitive reasoning to understand he is hurting himself, breaking laws, and hurting the planet... I think we should help him by asking the authorities to authority.
