I think the government does have the power to forgive the loans, but it needs to be done through legislation. The pausing of payments and cruelly misleading Americans created something probably classifiable as systemic risk to the economy now.I have no idea what the right answer is.

There was no reason to believe they wouldn't be forgiven. My brother got a check for his. People whose loans were paused expected a check or forgiveness too. They were not even responsible for stopping payments: the lenders stopped collecting them. You couldn't keep paying if you wanted to AIUI
