       If they don't go back to 14 day incoming quarantine and institute measures against airborne transmission they may not be able to maintain Zero-COVID no matter what their intentions. “Action(s) to rectify superfluous policy steps.” are unlikely but would be welcome.

       The consequences for allowing breakthrough cases still far exceeds the consequences for violent and inhumane excesses so the abuse will continue.
