       Humans collectively have a really hard time letting go of the idea that declaring something to be true somehow makes it true. On a deep irrational level we believe that words are spells and that certain words uttered in the right order will magically force reality into conforming to the condition described by those words.Words like "we declare the global covid-19 emergency to be over," for example.
