@Rasp There's a free piece of mixing software called voicemeeter that can do that for you. :)

@Rasp W/ voicemeeter you should be able to set the mic as hardware input - And then output it only to output A or B (two sound outputs respectively) - Set your primary audio to voicemeeter output, and the actual A and B physical (or virtual for streaming) devices and it should work. Trying to be nonspecific here since I don't know what you're outputting to. :p

@Rasp Does not seem to be possible directly within VLC, unlike for video.On Windows this can be achieved with Virtual Audio Cable or Voicemeeter that create virtual audio devices and can route the sound to multiple hardware devices.On other OSes, no idea :(

@Rasp Setting voicemeeter input as one of your hardware outputs should do that (and making sure local echo for the mic is off) I think. I have used basically that setup for streaming video. :/
