@textfiles Poor people collected a lot of can, conservatives flipped out, store owners mad people not spending all their return cash in the store, so lets just slide in a limit that won't bother most "good" people.

@textfiles Well back in the early 1980's America elected a dementia-addled asshole named Ronald Reagan as President. In accordance with the instructions given to him by the people around him that knew what they were doing he signed legislation that essentially destroyed the mental healthcare and welfare systems in this country. This resulted in an increase in unhoused individuals, many of whom suffer from mental illness. A somewhat simple way to make a few dollars a week when you have difficulty maintaining employment and live on the streets in a state that has a redemption program like New York is to collect bottles and cans from the trash and redeem them. Flippancy aside, why 240 containers? I can't find a solid answer, but given there is an exception for 72 containers I'm going to wager a guess that they tied it to a number of redemptions per hour since there are specific exemptions based on store hours.https://www.nysac.org/files/NYSAC%20Bottle%20Bill%20White%20Paper.pdf

@textfiles Without having the sign posted they are barred by law from enforcing a limit.Complaints were that stores didn't have enough room for the returnables, that it would draw undesirables, and hey lets not gloss over the billions in unclaimed returns that used to stay in the stores hands.The collection of return funds is a bunch of cash, one wonders why the city doesn't just have return centers to make everyone happy.
