       Under the 1998 HRA, which enshrines the European Convention on Human Rights into UK law, a minister presenting a bill must make a statement confirming that the bill doesn't break human rights law. However, #Bravermann has made a #Section19B statement, under which the minister in charge of the bill [herself] states they are “unable to make a statement of compatibility” but that the “G'ment nevertheless wishes the House to proceed with the Bill”.This is what she meant by pushing boundaries!

       @johnelalamo The Section 19 system (a and b) was designed to alleviate a number of the problems identified within the HRA, including transferring the obligation to make statements of compatibility to the Attorney-General and providing education and training on human rights issues to parliamentarians.#Bravermann has - quite wickedly - used it for other purposes.

       @Loukas Normally,  what SHOULD happen is the law should be codified with Section 19a, a “statement of compatibility”This is applied to most bills as they make their way through Parliament.However, she, in some respects quite brazenly, uses #Section19B because she cannot say her act is compatible.
