Rufus is such a great tool in that regard. You can turn off all the arbitrary system requirements and have it automatically create a local user account.

If you want to be safe and still use a Debian based distro you can try Pure OS or Trisquel. Pure OS is based off straight Debian and Trisquel is based off Ubuntu.
