Could please someone explain to me in purely scientific terms how exactly does this work? @fuxoft The Venetian Lagoon is shallow and quite separated from the sea, so low tides play their part.Also there is a system of dams, MOSE, to protect the city from high tides.

@fuxoft The rain does not relate to this. And they kind-of said that in the article "While Venice's water woes are being blamed on a high-pressure weather system ..., they come as environmental groups warn the Alps have received less than half of their normal snowfall this winter, prompting concern Italy could face another summer of dry rivers."
