@Terry DeWine's action is in response to pressure from people within the state of Ohio. Specifically senator Sherrod Brown, who demanded action from the Governor the same day as the townhall. Which is ironic, because rep. Johnson specifically told Striker to take the FEMA issue to the governor. The NJP did not make this happen.
