There is no way to cleanly remove the chemicals from the soil as it stands, there are two options1) Let it biodegrade. We have absolutely no fucking idea what the composition of that stuff is, they lit THE ENTIRE TRAIN on fire which mixed countless solutions together. Some chemicals remain for all of a few weeks before they degrade, some century.2) Remove the soil with backhoes and other heavy equipment.

I don't know modern techniques but I know in the past the only solution to something like this is draining the creek/river. Blocking or diverting the water temporarily and digging down to clean soil and replacing it. Do I think they'll do that? Fuck no

@BigTLarrity @fishsticks That absolutely would work, but because the chemicals in question appear to float on water *and* seem to be released when you disturb the soil, what I suggested (just disturb the soil in the water *everywhere in the river* (like these citizens are doing) and skim the pollutants off the top) might be easier. This of course would not be a complete solution if there's other pollutants, but it might be cheaper...
