       At the World Health Organization (WHO) executive board meeting.  (the EB).  One of the issues I follow here are the proposals in a draft of a treaty for the terms and conditions attached to public sector funding for pandemic countermeasures. As proposed in the zero draft, there is opposition from some countries.  We are suggesting a cross licensing pooling approach, for some rights, where only countries opting in the pool would benefit.
