I don't really need a search engine that indexes the entire internet. If one indexed a few webpages (e.g. wikipedia, stackoverflow, a few forums), then that search engine would do 90% of what I need.I could probably host such a search engine for myself. The storage requirements would be at most a few terabytes. And the crawl times could be very slow, because most of the data I care about updates at most once per month. The remaining 10% are pages whose internal search engines are fine.
