And it’s pretty old.It’s a crucial piece to the three levels of warfare that links strategic level of warfare to the tactical level of warfare. When I would hear Flynn say that phrase, local action creates national impact, I thought about it for a long time. For a little while I thought perhaps that’s just another hot air phrase.

       2But he wouldn’t do that. So I kept pondering. I’m procedure  and process type guy.  I like to know why stuff happens. How does local action create national impact. I thought, he’s a general, I was enlisted. I knew military planning and levels of warfare. I operated on the tactical level of warfare, generals on the strategic level.

       3Then I asked myself, how does the general on strategy level effect me on the tactical level? The generals efforts are administrative strategic and logistic related, mine was direct action on the ground. Ah ha!I accomplished the generals strategic goals and objectives with tasks and missions that require action.I like systematic concepts to solving problems. They work well. It’s nearly mathematical. Break things down to it’s lowest denominator, pick apart each piece and build it back up.

       4So what military process  can I use paralleled  concepts that would apply for citizens to figure out what local action creates national impact  means? So, like every EOD Tech does when we don’t know something? We got to references, publications, manuals , etc. and I found something interesting. I found the history of levels of warfare. First there were two, strategic and tactical. Then the Industrial Revolution happened that changed every potential battlefield in the world.

       5So a third level was created. One that liked strategy to action. That third level was operational level of warfare, also known as operational art. Warfare became extremely organized, coordinated, fluid. Not only could plans be created, with operational level, you can start to be predictive in everything. Battles, logistics, etc….

       6Operational art is a skill We the people can use. Having predictive awareness though is key guys. Why? I can predict where I battle according to classification of war, warfare concepts, force capabilities, etc. not only is that advantageous, I can  also predetermine where decisions will need to be make.And plan options for those decision points. That’s the fluidity characteristic in operational art… this also, We the People can use.
