The street in particular lies in a part called Reuterkiez, a deprieved area with a high jobless rate and and proportion of foreigners (guess what enthnicity :^) ). To make it short; The guy is misrepresenting a bad neighborhood, because he is asshurt about fire crackers becoming legal again, because the emergency that enabled banning them is gone.
