@ViciousVickers @poasting @txt @dalcello I'm not familiar with certain things pertaining to these issues. Why doesn't the police or a sheriff serve Ralph? The only thing I can think of it's a civil matter? But, jail time is a thing in this. I'm sure I've heard why someone else has to serve papers, but I just don't remember at the moment.

LEO may serve him. Working multiple angles at the moment. Typically service process preformed by LEO only happens during certain times of the day for residents of the area. But sometimes they like to help creative people...especially when it comes to felonious convicted sex offenders hiding from the law.

(Quotes the old guy from Cog's donations) and, intelligence plays a huge factor. (I love that South Park meme, lol. That is indeed Ralph) It's ignorance. It's ignorance to walk, but not watch where you're going, it's ignorance to talk, but not paying attention to what you're saying, and it's ignorance to act, before planning your next move. Ralph is all action and reaction without comprehension, contemplation, and perception. Which, makes him unpredictable. Which, being unpredictable isn't a bad thing, but it is when all your moves are bad ones. He's a danger to himself and others.
